Workflow A — Daily Extraction & Hauling Log

Operator records daily ore extraction and outbound hauling truck-by-truck.

Step-by-Step Procedure

1
Login as Mining Operator (one account per registered company).
2
Open Daily Operations → Today's Log.
3
Record extraction: tonnage extracted, ore type (e.g., laterite, saprolite), grade %, source pit.
4
Attach weighbridge tickets as photo or PDF for verification.
5
Log hauling trips: truck plate, driver, departure time, weight, destination, return time.
6
Confirm destination: internal stockpile, port loading, or direct buyer.
7
Submit. System cross-checks tonnage vs. truck logs and flags discrepancies.
8
Day locked: changes after lock require Inspector approval.

Workflow B — Compliance Inspection & Violation

Inspector visits site, evaluates compliance, and issues Notice of Violation if needed.

Use Case Scenarios

SCENARIO 1

Suspected Underreporting

Inspector suspects an operator is shipping more ore than declared.

  1. Inspector compares declared tonnage vs. truck logs
  2. System flags 12% discrepancy over 30 days
  3. Inspector cross-references port arrival data
  4. Issues NOV with detailed evidence
  5. Operator submits reconciliation
  6. Penalty computed on under-declared volume
SCENARIO 2

River Siltation Complaint

Community reports siltation in a river near a mining site.

  1. Complaint logged with GPS + photos via Citizen App
  2. Auto-routed to Mining Monitoring
  3. Envi Officer dispatched within 48 hours
  4. Captures water quality samples; lab confirms TSS exceedance
  5. NOV + Cease-and-Desist issued
  6. Operator submits remediation plan
SCENARIO 3

Quarterly LGU Share

End of quarter: Province calculates expected revenue share.

  1. Revenue Officer opens Computation module
  2. System sums tonnage per operator for quarter
  3. Applies prevailing excise tax rate
  4. Computes 40% LGU share, split per IRA formula
  5. Generates report for DBM reconciliation
  6. Compares vs. actual remittance, flags shortfalls
SCENARIO 4

Public Transparency Portal

Province publishes monthly mining production for public review.

  1. Admin enables public dashboard for the month
  2. System publishes aggregated tonnage per operator
  3. Compliance status displayed (green / yellow / red)
  4. LGU revenue collected published
  5. Citizens can submit feedback via Citizen App

Frequently Asked Questions

Does this replace MGB or DENR systems?

No. It complements them. The system captures Province-level data; reports can be exported in formats compatible with MGB and DENR submissions, and key data fields align with their requirements.

Can it integrate with weighbridge equipment?

Yes. The system supports both manual ticket upload (photo/PDF) and direct integration with electronic weighbridges via standard protocols.

How does it ensure data integrity from operators?

Submissions are time-locked daily, photos and weighbridge tickets are required, and cross-checks against truck GPS, port arrivals, and historical patterns flag anomalies. Inspectors validate periodically.

Does it handle different mineral types?

Yes. The system supports nickel, chromite, sand & gravel, limestone, and other mineral classifications with their respective tax rates and reporting requirements.

How does it integrate with the other 4 systems?

Permits and incidents plot on the GIS map; environmental complaints from the Citizen App auto-route to Mining Monitoring; LGU inspectors are managed via HRIS; and inspection trips dispatch through Fleet Management.
